01 Institutional Account Eligibility

MjumbeSMS is an educational communication portal designed exclusively for schools, academies, and other recognized educational institutions in Tanzania. To create and maintain an active account, you agree to the following:

• You must represent a legally registered educational institution or student-focused organization.
• You must provide accurate institutional identification, including a valid Taxpayer Identification Number (TIN), incorporation or registration certificates, and an authorization letter from the principal or head of school.
• You are responsible for keeping dashboard access credentials secure and restricting access to authorized administrative personnel only.

02 Prepaid Credit & Lifetime Balance Rules

All SMS credits on MjumbeSMS are purchased on a prepaid basis at our standard flat rate of **25 TZS per SMS** (inclusive of regulatory levies). The following conditions apply to all transactions:

• Lifetime Balance: SMS credits purchased on the platform do not expire. They remain in your account until sent.
• Non-Refundable: All prepaid balance purchases are final and non-refundable. Under no circumstances will unused balance be converted back into cash or refunded.
• Custom Sender ID Cost: The setup and registration of custom Sender IDs with operators and the TCRA is free of charge, provided you maintain active SMS usage.

03 Acceptable Use & Spam Prohibition

MjumbeSMS takes regulatory compliance extremely seriously. In accordance with the Tanzania Communications Regulatory Authority (TCRA) guidelines, the platform is restricted to institutional notifications and academic communications.

Users are strictly prohibited from using the platform to send the following types of messages:

• Unsolicited marketing or promotional messages sent to recipients who have not explicitly opted in.
• Fraudulent, deceptive, political, religious, or inflammatory content.
• Adult content, gambling, betting, or financial schemes.
• Spoofed or impersonated messages pretending to be from organizations other than the registered institution.

04 Student Directory Privacy & Data Isolation

We respect the sensitive nature of student and parent contact databases. Our privacy framework guarantees absolute protection and isolation of your directory data:

• Zero Share Policy: HPE Technologies will never sell, lease, or share parent or student numbers with third-party marketing networks or other institutions.
• Database Isolation: Each school's contact database is logically separated and encrypted in our database clusters, ensuring that no cross-institution access can occur.
• Administrative Control: You retain complete ownership of your directory data. You can import, edit, or delete contact lists at any time from your administration panel.

05 Limitation of Liability & SLA

While HPE Technologies maintains a 99.9% uptime Service Level Agreement (SLA) and has direct connections to Tanzanian telco SMS centers, you acknowledge that delivery depends on mobile network provider availability:

• We are not liable for delayed or undelivered messages resulting from network congestion, operator service failure, or recipient devices being powered off or outside coverage areas.
• We provide detailed real-time delivery reports (DLR) to verify when messages are dispatched to operators and when they reach the destination device.
• In no event shall HPE Technologies be liable for any indirect, incidental, or consequential damages resulting from dashboard usage.
